Located and based in Ellington, Connecticut, Barber Utilities, LLC is a company that focuses on underground utility jobs and excavation, specializing in gas and water work. Working with Connecticut Natural Gas, our crews work throughout the Hartford and Tolland County areas installing and completing gas mains and services to both commercial and residential customers. Barber Utilities, LLC also works with The Connecticut Water Company installing water mains and services. In addition to these major corporations, Barber Utilities, LLC also provides assistance to companies or residents who are looking for a site work contractor who can provide contractor services as well as sewer and storm pipe installation, trench-less technology, and residential site work that includes road building and septic work. As one of the premier companies in the industry, we hope to continue to grow and expand our company and expect a bright future ahead of us.

David Stavens, Founder/Owner

David graduated from Wentworth Institute of Technology with a degree in Civil Engineering. With the dream of one day owning and running his own business, David’s previous employer, Art Barber, of Art Barber Excavating, Inc. gave him that very opportunity by selling him a portion of the company. Founding Barber Utilities, LLC in 1997, David began working closely with Connecticut Natural Gas and through them, he has perfected the skills needed in this ever-growing industry.

Today, David is responsible for overseeing day-to-day operations, meeting with potential customers, estimating and managing all projects and overseeing all safety and training of employees. Some of the qualifications and licenses that David has through the State of Connecticut are the P7 Contractor’s License, Sub Surface Sewage Disposal License, Home Improvement Contractors License, and through Connecticut Natural Gas, he is OQ qualified. In addition, David is a member and past president of the Rockville Exchange Club, as well as a member of the Motor Transport Association of Connecticut, Northeast Gas Association and National Utility Contractors Association.

Within the last year, David has updated the company’s fleet working alongside Volvo Construction Equipment. He was recently interviewed and an article was written about the company. You can find that article here

Heather Stavens, Co-founder/Office Manager

Like David, his wife, Heather has been a part of Barber Utilities, LLC since its establishment. Although she does not work with our employees in the field, Heather is in charge of the general bookkeeping and overseeing of the day-to-day operations in the office, which includes payroll, payables and receivables, and invoicing. With over 15 years of experience of business management and accounting skills, Heather continues to run the office efficiently as the business continues to grow.

David Wilson, Superintendent/Safety Officer

When David Wilson (“Wilson”) was 15, he began working for Art Barber Excavating, Inc., and through his employment there, met David Stavens (“David”). In January of 2001, a few years after Barber Utilities, LLC was established, Wilson came to work for David. With over ten years of experience working directly for David, Wilson has become one of the company’s most valued employees. He supervises all the foremen in the company and is responsible for all truck and equipment maintenance when he’s not working in the field. In addition, Wilson assists with managing the safety and training of all new and existing employees as needed. He has attained the P6 Journeyman’s License (license # PLM.0296188-P6) through the State of Connecticut, is OQ qualified through Northeast Gas Association and maintains his qualification as a Pipe Joiner for Connecticut Natural Gas every year.
